SANCCOB has compiled
an Oil Spill Contingency Plan that sets out the
responsibilities and organisational structures to meet the requirements
for
undertaking an effective response for the capture, transport, rehabilitation
and release of oiled sea birds following a major oil spill off the
South
African coast.
The plan consists of:
Strategy section that deals
with the legal responsibilities for oiled sea
birds, risk assessment, management and manpower, financial arrangements
and
compensation of costs, media response planning etc.
Operations
section that addresses initial reporting and activation of the
plan, planning the operation, mobilisation for field rescue,
sea bird
rehabilitation etc.
Data section that includes crucial contact
details of partner
organizations.
Appendices providing further information on
collecting and storing samples,
procedures for the collection and handling of oiled sea birds,
requirements
for stabilisation on islands etc.
